Most sound-on-sound effects usually require some dry sound, so post-fade send is adequate. Also, most developers are smart enough to include wet and dry level or balance controls.
That's quite an very easy code to create a "mix" or "dry/wet" mechanism inside a plugin (basicla one or two lines of code).
Necessary for most "insert" effects. But not (usually) necessary for "send" effects. Cause thats even the sense of a "send" bus system.
Althought, to setup a special VST plugin for this, probably requires the same amount of time as to setup a send and bus system that way (and an professional host application, of course).
