Ok guys, I figured this out, assuming I understand the question :)

Shift-drag does in fact work except it is bass ackwards. Normally you would hold shift down first, then drag - but in T2 you must first click and hold the note(s) THEN press shift and THEN drag. This will allow vertical movement without disturbing the note(s) place on the timeline.
Discovering this made me quite happy, almost as happy as upgrading today!

only problem with this is that if you have snapping off for fine adjustment in the time domain and then switch it back on (my default condition) clicking on the note you want to move vertically then snaps it to the nearest snap position BEFORE you can then press shift to lock it in place ...

... pressing shift and then clicking the note DOESNT snap it but then doesnt allow you to move the note at all ...

... this is still broken IMHO

I see what you're saying. The behaviour you want is to not have the note snap as soon as you click on it but to stay in place until you move/nudge it either horizontally (causing it to snap) or vertically using shift (keeping it in place horizontally). I'm still happy with it as I really don't use snap except for moving clips when zoomed out, but I can agree that a fix would be helpful.
