I have several VST instruments which allow routing of audio to several sets of ASIO outputs. When I insert one of these onto a track in Tracktion, I don't see any obvious way to connect specific ASIO outputs to physical audio devices. Tracktion just seems to use the first stereo pair. Can that be? The output options for the track just show the output hardware. I hope I am missing something. Anyone know about this?

Right click the filter and select "Wrap this filter in a new rack". You will then have access to all outputs.

I guess I'm at the newb level here. I had done that, and I saw all the outputs, but what can I do at that point? How do I connect those rack output pins to an actual output device?

You need to put the VST in a rack, and in T1 add additional outputs to the rack (and connect them) (T2 does this automatically). Then you drop the rack in the track, and you can choose which outputs to use in each track. To use all the outputs, you need to drop the rack in several tracks, but only 1 needs to provide the MIDI...

It's easy ;)
