Problems with Outlook Express

I posted this in the hardware forum (here: http://www.kvraudio.com/forum/viewtopic.php?t=88000), but I thought I'd give it a shot here too.

I've noticed that T1 (and T2) are giving me some clipping, popping, and brief audio outages, which are new phenomena. So I checked if anything was running in the background, and I noticed that when I tried to delete my Outlook Express folder I got a message telling me that OE was running. Then I tried to delete the files individually, but they would then be replaced within seconds of being deleted.

These outages and poppages are new (I'm pretty sure).

Any ideas?

Here's my system: Pentium IV, 550 mHz, 512 Mb of Ram. (100 mHz M-board). I've tweaked this system to pare it down. Hmmm.....
