When I freeze my tracks that are being processed
with a powercore plug-in it doesn't
free up any power on the dsp card.
I haven't tried the Poco with any other DAW that has a freeze function.
I figured freezing would work with the Poco as it would with any other plug-in,
Am I wrong to assume this?

Most likely. You could still render tho. But this is sad. I was hoping to buy a DSP card so I wouldn't need to freeze. Can you ever have too much power?
Didn't think so.

I would be happy if the so called FREEZE would release RAM on a regular VSTi let alone on a DSP card.
Your only work around is to save all settings in a preset and render the track.
But then again that is not really a freeze function anymore.
