You're wrong. 
Click on the audio clip, in the properties panel click on "view source info", then "edit audio file", then "basic operations", from the drop down choose "normalize".
I usually do all my audio editing in Adobe Audition (
), so I just click on the clip, and hit control-W, it'll open the clip in AA ready to be edited.

ttoz - why normalize? what is gained?

if you want to normalize a specific clip you can always drag a volume/pan filter onto it. Then just raise the volume until before clipping. Voila.
