this would be easier and more flexible than racks for building up layers etc.

This had crossed my mind on occasion as a good idea.

Maybe there is a technical reason why its difficult to implement?

I dont get it, Are you trying to route multiple tracks to another track?

PS: Semiquaver, to really build up synths and layer them I just place a simple rack with the midi in wired to the midi out, and drag that rack to any other track I want to layer. Its very fast.

I do not think that should be implemented. Tasks that can be done already in several ways should not be implemented explicitly. That only would lead to a bloated user-interface.
