FR: Delay / options for MIDI pop ups

A suggestion for the MIDI tool popups:

It would be nice to have the option of a short delay between mousing over a popup-active area and actually having the popup, er, pop up.

There might also be an option to disable it altogether, and have those tools appear only on a right mouse-click or something.

bottom right there is a help button all you need is in there
