Let's say I have some 1/2" 8-track reels. Let's also say that the tape machine that was used to record is/was totally devoid of noise-reduction.
After I transferred all that stuff onto my PC, I want to get rid of the awful tape hiss. (Or tone it down anyway.)
I have Audition and it has some noise reduction filters I could play around with (any experience with these?), but if possible I'd like to just do the whole thing in Tracktion. Is there anything already in T2 that is useful for this kind of thing? Are there any plugins you would recommend for doing this?

Any clean up should be done in Audition - it has some extremely usefultools, designed for just this purpose.

Audacity (its free) has some nice noice reduction features aswell.
Lets you sample the noice and then remove it from the whole audio

If you already have Audition, that's the way to go. I transfered some material when I was on Audition's 30-day trial, and it worked admirably. Make sure you get a new noise profile for each track if possible, and as mentioned, don't go for absolute "100%" elimination because it'll bugger things up. The default is NOT for "100%", and I found the default worked great.
Tracktion is a wonderful host, but Audition is your best friend for this job.
