I never use external audio recording so this was never an issue before.
I am going to be doing a recording project with a friend and I will be doing the engineering.
The latency is too high on my system to do monitoring during overdubbing. There is a very noticable delay because I can't get below 40ms latency. My laptop just has generic motherboard sound and no asio.
I downloaded Asio4all but since I use win98 I have no WDM drivers so asio4all doesn't work. It shows up in the list in Tracktion but won't work.
I could use some help and suggestions.
My friend's computer has some sort of soundblaster card in it. It's a Dell desktop. Will Asio4all work on that computer?
Any suggestions?

If its a SB Live I think you may do better with the KX Project drivers. Otherwise try ASIO4ALL, or consider getting a cheap little mixer..

How would I use the mixer?
If I have a keyboard track in Tracktion and want to overdub a vocal would I output the sound from Tracktion/computer into the mixer and also put the mic into the mixer and them have the singer monitor the vocal from the mixer output before it goes into the computer?
