It isnt 'funk' but uses funk elements for a different approach.. Krafty kuts and all use funk basslines and a lot of it is beats that are from funk records and sped up which are very powerful on the dance floorThere is a difference between "funky" and "the funk".
The term "funky" is over used today to describe a danceable beat/tune, whereas "the funk" is so much more than just a song to dance to.

If you guys haven't seen it already, track down a copy of the episode "Make It Funky" from the mid-90s BBC music history series "Dancing In the Street" ... it's a really good history that tracks, amongst other things, the evolution of the "slap" funk bassline ... from memory, various funk bassplayers keep pointing back to Larry Graham ... then it cuts to Larry, who is working in a cheap bar band in the midwest somewhere![]()
