I'm trying to decide whether I should just get Zebra 1.5 now and get the included upgrade of Z2 for 199$ or just preorder Z2 for 169$ .:which leads me to my question.Will the old presets be included in Z2?

it won't be possible to convert all Z1.5 presets to Z2. Too many things have changed. I will try to write a conversion tool but there's no guarantee that this will work for each preset. If it works at all.
However, I'm sure that there are even more and generally better sounding presets for Z2 already than there have ever been for Z1.5. It just a matter of time until they'll be available for download, or included in the final version.
