transport time controls - what setting am I missing

I'm trying to just enter bar/beat information into the time transport down in the lower left.

Somehow, my settings are such that now, when I use an arrow or enter to go from bar to beat, it increments the value I just left.

for instance, I want to punch in at 4:1:000

I put the cursor on the bar number, enter 004, arrow to the right to the beat number, enter 1 and when I arrow to the right to get to the milliseconds, the beat 1 advances to 2!!!

Argggh!!!

This happened to me long ago and I fixed it somehow, but tonight it's escaping me.

What is this setting? I want to turn it off - I've turned off snapping thinking maybe that was it.
