Scrolling should stop at time zero

When I scroll the display by click/dragging the time scale or using the mouse wheel to scroll the tracks, the zero point keeps scrolling to the right. If I'm zoomed in a bit, I can actually scroll the zero point past the right edge of the screen. This doesn't make any sense since there's no data before zero. I think it should stop when zero is reached. I have the latest T2.1.

Why doesn't the scrolling stop when the zero point hits the left edge of the screen?

A nice option would be if you could lock a particular time point to a spot on the screen. Any zooming would be around this point or maybe a key map that would move a time point to a screen location upon pressing.
