Not sure about that but jack is a server so I think it possible, may have problems with latency though.
Linux would support all soundcards if it could but it's the makers that will not release their code that stops it happening.
M-audio 24/96 works fine and can also use the Envy 24 control panel. Almost the same as the m-audio one. I also have ac97 5.1 working and with all outputs enabled, it's noisy though.
