Receptor accepting program changes

Muse folks, I'm still experiencing issues when sending the Receptor program changes and still awaiting for some suggestions!
Last week, when I sent the Receptor the proper MSB/LSB + program change, the Receptor Remote Control would indicate a Multi loading and then immediately afterwards, a second loading would occur. The Multi that loaded wasn't always consistent with the bank and program changes that were stored in my master controller.

After being out of town for a few days, I fired up my system and when I initiated the same program changes, no program changes occured on the Receptor.

Please guys i need your assistance!!!!!
