Changing patches in FX?

So I'm trying to sort out how to get Pro Tools to change patches in FX. I've read and re-read the manual but I can't make heads or tails of it. If I understand it correctly, you can only change patches for FX within the currently loaded bank, right? So, page 188 of the manual says I have to send MSB 127/LSB 1 to change the patch for FX A. Tried inserting that as an event in PT LE with no luck. So then I see that this bank has an MSB/LSB of 004/065. Tried that, no luck.

Can anyone sort this stuff out for me? A simple explanation for how to change FX A from patch 1 to patch 2 by MIDI would be great. By the way, does anyone make a VST or VSTi plugin that is just a MIDI monitor? It'd be great to load one up and see what messages are actually getting through.
