That means, it acts exactly like the original.
To store programs, you have to press the "DATAT" button (or move the cursor to the DTF: field on the PROGRAM panel with the <- and -> buttons) and enter "9" there. Then, press the PROGRAM button and enter a 2-digit program number where you want to store the program to. This tells the Wave to keep the current program at the given position.
As soon as you did that, it will be part of any .fxb file (or Cubase project) from now on. The data stored in the .fxb file contain a complete machine description - SRAM, EPROM, knob positions, ... the complete synthesizer.
As soon as you load a bank into the 2.2V6, it sets up the virtual machine - and then boots up with the new settings.
Yes, it really boots up... do you know what a PPG Wave does when it boots? It does tons of internal checks and initializations, and then it starts with PROG: 1. Always. It doesn't remember the current program. You have to send it as a MIDI program change (but please wait at least 2 seconds after loading - it currently doesn't like it very much if the MIDI UART receives data before it has been initialized...) or enter it manually.
