Is there a way to re-arrange the order of tracks (in Composer) and racks?

No, not yet possible.
Although, this tip: To re-order e.g. tracks A and B:
-> Create an empty track C
-> Move all parts of track A to track C
-> Move all parts of track B to track A
-> Move all parts of track C to track B
Because LUNA is part-based, this operation is simply possible.
