inbuilt step sequencer has no way of turnning "off" steps?

That depends on the Velocity mode. The arp will only use the velocity from the step sequencer if its velocity mode is set to "Step (+ ...)"
If it's set to Key or Hold, it will use velocities from the keys you press only and ignore the step sequencer.

I have had the impression that velocity values don't have any influence at all. But I may be wrong since I just did a very short test.

They don't if you set the Velocity mode of the arp to Key or Hold. They aren't supposed to either. "Key" means that the velocity of the played notes are derived ONLY from the keys you press. Same goes for "Hold", but in that case it will use the velocity of the last pressed key only for all steps.
Simply change the mode to "Step", "Step + Key" or "Step + Hold" and it will use the velocity values.

There'll be more presets added next update (v1.21, which also has a bit improved modulation scheme for high frequency modulation).

Although certainly not in the league of Papen or Conrardy I am up to about 30 presets created so far. I think the plans were to make it a Pro Sounds release along with TOTC although I'm not sure what agreement was reached. Now if I only had Osc Hard Sync to work with..........

While we're on the subject of Sylenth patches, what kind of patches do you want for future banks? I'm working on one right now (over 40 now)so it would be a perfect time to take requests. Do you like the Seq bass lines, melodies etc? There's plenty of Trance type stuff already...want more? Basses? Let me know what you want and I'll try to live up to that top 5 ranking.
