Is there any way to get the main volume envelope to act in a 'global' manner, ie not to retrigger if notes are played legato?

I'm not sure if i understand your question correctly, but if you are playing in legato mode, the envelope doesn't get retriggered. it only retriggers when you set "retrigger" mode on in the global/fx panel. Remember, if you release the note and press a new note in legato more, the envelope gets triggered again.

You can play legato in legato mode, but that's monophonic.
For modulations other than vca (main volume envelope) one can use MSEGs which can be set to "single trigger", being triggered only at the first note until all notes being played legato/overlapping are once released.
