Any way to send MIDI thru the racks to plugins in another Rack?

Yes. Right-click the final slot and choose Show Event Output. Then click the slot to choose the target.

You can also plugin a 'Send' into a rack slot and send the midi data that comes in to another rack.
Because a Send sends as wel audio as midi to its target.
