But, does it mean skins will change when you browse presets?

As with the global engine settings, here I'll use the same logic: If the global skin is set to "Preset" the current preset's skin will be loaded, otherwise the preset's skin will be loaded. Makes sense?

LOL a snail, I didn't see that one. The text was at the top at one point which I deemed bad taste so I moved to where it is now and jointed it to the design KV331 uses. On my flicker page there are is another version of the that logo that's not so snail like.
