i have looked 'everywhere', but don't seem to be able to find the perameter in the same way that i can with rack gain or stereo width etc...

i know that with Mutools the answer is usually to right-click, but how can i set up a tempo controller track.?

Right Click on the "tempo display" in the Transport Panel and choose to show the tempo slider. Now you can automate it like the rack sliders.
