If the plugin does support user skinning why should one ask for permission if you make every graphic object new from scratch? However if one reuses or modifies an existing skin I think that sending a mail and ask for permission is a good thing to do.

All is OK! Scott said that he does not mind... Also he explained me that his ban story is distorted by rumors. True is he wanted to share his works with other people, but some synthesizers devs do not allow to change their skins normally

No need to wait, I'll explain it now. Someone discovered that he had been downloading dozens of GBs in warez sites and that all of the tools that he was using were pirated too. He admited this like if it was nothing special and got banned.
