hey, this is a quesiton/request about a plugin that would do the following:

1- upon different incoming midi notes,
2- play different "clips" of recorded or drawn midi CC information whose tempo would
3- change with the host's tempo.

does anyone know if something like this exists?!

I can do this in Live and Numerology. I believe this could be done with Devine Machine's Krishna synth (drawn envelopes and midi triggered LFOs could be sent out of the synth as CCs). Maybe Sugarbyte's Thesys...

energyXT 1.4 can. also midiLooper, but you can't draw in the CCs yet.
