Noticed that there is a difference in the "Choose Target module" behavior of tracks 1 - 4 when compared to other tracks. (Mulab 3.2.14)
When you select "Choose Target Module" on the first 4 tracks, the track header is renamed to the Target Module selected. When you select "Choose Target Module" on subsequent tracks, renaming does not take place.
You can always go back and rename the track header in all cases, but the behavior should be consistent.
Any comments on which behavior is preferred?

Seems fine here.
Add three new racks, 6, 7 and 8. Add three new tracks (all default to rack 8, as I had it selected I guess). Choose Target Module on 6 and select Rack 6, it changes name to "Rack 6" on the track header. Same on track 7. I point track 8 and Rack 1, and it gets renamed.
If I add a synth to Rack 1, Rack 1 gets renamed as usual and the track headers for tracks 1 and 8 reflect this. If I rename the rack back to Rack 1, again, the tracks follow. If I then point track 8 directly at the synth, its track header reflects the synth name whilst track 1 still reflects its target, the rack.

This strange behavior is because I use a different template to start with.
If a Track has never been renamed, it will always take the name from the Choose Target Module operation. As long as it has not been 'renamed', the track header will continue to reflect this behavior.
Once it has been renamed, then it will keep the 'rename' no matter which Target is selected.
My template has two additional tracks that have been renamed.
