No specific ideas.
I think an upper limit on the number of patches in a bank would be a good idea and, so as to encourage a decent level of participation, the limit should be lowish - perhaps no more than a dozen patches or so.
Any thoughts anyone?

as you already said,
to get some participation
the banks shouldn't have too many patches
my vote would be 6 patches per contestant
even at 15 contributions we would have
a good deal of new patches then already

Let's see, what are the main categories?!
1 bass
1 lead (typical monophonic, flutes or whatever)
2 polyphonic short (keys, brass, bells etc)
2 polyphonic long (pads, strings, atmos etc)
2 "others" (FX, perc ? etc)
8 seems like a cool number!
or maybe 10 for some extra "others" patches.
The main idea should wrap your mini-patch-bank.
Once putting the patches together they should share the same overall character (as contoured by the bank's given name) and fit nicely when played together. Each contestant is also required to include a no longer than 30 second mp3 demo to best show the patches. few written words within the patch info maybe?

I like these ideas. What about a certain theme like e.g. 80ies synth pop sounds (or what ever!) and all presets that are needed for a little demo tune should be inside the bank? In other words: a freestyle contest limited by your chosen theme for the mini-bank "zip" ... the included mp3 presentation will also be loads of fun!

I like the idea of mini-themes but I think I'd be more interested in everybody choosing their own, and know for sure I would not come up with 8 inspired patches for a lot of themes

While the thing is interesting I'm not sure about the contest part of it. I mean if everybody can do what he/she wants it's rather incomparable and therfor hard to judge, right? On the other hand the question is what the goal of that contest is. If it is mostly for fun and maybe winning some cool price (what ever that would be?) it's cool for me. Talking about how stuff was done and getting some cool new presets is a fun thing.

As usual, I'm in favour of keeping things as simple as possible. Themes and an mp3 sound like a fun idea, but a patchbank contest is already a big ask, and I would worry that adding more requirements just runs the risk of putting people off. And if this is going to happen at all we need more people who are willing to give it a go (half a dozen participants isn't worth the candle, imo).
