Well, I am, actually educated into the field so I know what it is about. And though it is The wiki, the article is right as far as concern the definition of Freud's term. And though it is theory, it is a pretty plausible explanation of compulsive behavior where someone in an exaggerated and unatural way tries to appear superior to others. So, if you persistently tries to convince me that your dick is big, reaction information tells me that you are really worried about whether is too small.

Sounds more like a philosophical perspective, than a separate scientific discipline.
What testable predictions does neuro-psychoanalysis make that neuroscience alone does not?

It's more a theoretical perspective - neuroscience is a huge field encompassing many theoretical perspectives. Read up on it (Oliver Sacks is a good example). This isn't the place (and I don't have time) to discuss it here.
