Nice to see a post like this come up on KVR, this is\was the reason I started to provide anything I made free (for that matter is the reason I made Fretted Synth Plugins) I did not want to use wares so I started trying to make the things I wanted, used or could not find other freeware for myself. IMHO too many people will only help others when they have an excess, I am not that person. My business started to tank in around 2003 as of last November I am out of business. Finding a job has proved to be tough.
Great idea from the heart but a very hard to implement. Like many have said here "who are the ones that really need the help"? I choose to give it to all but is that the right solution? or have I maybe given heart ship through lost sales to those trying to make a living at this stuff? If I have I am sorry because that was not my intention I just wanted to help the less fortunate people any where in the world, in my same situation have the means to create music.
The sad part to me is the ones who really need the help probably don't know their are alternatives to stealing by using wares. Hell even my free stuff is on wares sites, compilation zips offered all over file sharers and have seen it on freeware discs being sold on ebay.
But does that mean I will give up on trying to help the people I can, No
If we all give up or in to the worse people in this world, than good will for sure fail.

how about instead, do some reviews on some freeware and work to publicise its merits and useability instead of singing the praises of expensive commercialware?

there is a plethora of quality freeware around, both hosts/instruments/fx and audio editors
a copy of CM is a good start, very cheap
lots of developers are always having sales/group buys etc
there are competitons every month in magazines and on the web
ppl dont use warez cos they are poor

Good luck with this project ttoz! Any kind of reasonable charity desires high appreciation. I've read the whole thread now and mostly stick to what I've said already. Kriminal's and grymmjack's points are also strong.
The thing is many people don't know that free software is often high quality or even just don't know it exists (some of them just not knowing English for example). I think it's important to spread such info and just make people more aware.
I guess the ttoz's project won't have any impact on the amount of piracy (and it's hard to think out a complex solution here, which probably should be more the task of the developers or at least be highly supported by them - but hey, many of them offer EDU licenses e. g.! which is often actually 50% off - still, many people just don't know). What is valuable in this idea is helping certain people, not saving the world. And helping certain people can be done in different ways - some may donate them, if they can afford, some may give a valuable advise or tell them where to look for some great stuff. Helping certain people is also always a matter of choice, often a hard choice. No wonder opinions diverse

Well, I see this whole idea as ... creating a product - simple, clean, interesting. Something like .... dropbox, soundcloud etc. What I mean is - only professional, well designed ideas can reach big developers so they would eventually add something for free, every month 'to the pool' so at the end we would "deliver" more software to poor people. I mean, sure we can donate but sooner or later, if it would be only some forum thread for example, It would just die.
So my concept looks like this:
1. We need a cool domain name. Right know i don't have any ideas
ok, let's say some: iloveaudiosoftware.com 
2. We need a good looking website
http://themeforest.net/ has tons of great templates and very affordable ones. the prices are usually 10-15 $ (yeah!).
3. Overall idea ?
Such website would have 3 pages only:
1. Blog - the less important one. We would just announc there who won, which developer added something 'to the pool' etc. It's important from the google perspective - unique content is important to make site more popular. more popular = being able to contact some big developer guys
2. Main page - I see this similar as main page from dropbox.com for example. Very simple with the text in the centre similar to: "this month we're giving away:
3 copies of Ableton Live
1 copy of Logic Audio"
Some catchy products graphics and that's pretty much it.
Below we would need to describe how it all works ("fight poverty, piracy - letting people to switch from the dark side of the moon to bright one"
- just few words about it - maybe subpage is needed for more detailed explanation).
3. Form page so people could apply - simple form with some name, surname, email, and a textarea with a question - why do you want this software.
Then, once a month, someone would create a poll here on kvr audio with a question who should win - and of course options would be the poeple who applied via form.
Actually something like this would work:

) would be a "who we are / what we do" part - just short description of our initiative

Pros ?
- nicely marketed product, so eventually we would be able to contact big companies , describing them the whole idea, and asking them to add something to the pool
- still very easy implementation - it's like 3-4 pages. I assume that some html would be enough, or some very basic php.
Cons ?
- how to detect if someone is not a cheater, is not lying about his situation, about being poor etc. ? Well, probably some won't like it but I guess we need something to "validate" somehow these people. I was thinking about facebook - it's easy to integrate it with web form and we would know that at least the person is real.

it's just - you post your idea (ie. our project) and people donate. Does it work ? Yes it does. Thanks to this we could cover some domains, host, web template costs, and who knows, maybe we could even get some funds from there to automatically buy some software and let "big guys" know who we are and ask them politely to add something to the poll or

ps. and I think that we should start with hosts - it's the toughest part for poor music producer. I mean - you can't just have crap DAW. Crap DAW destroys the whole fun from music production.
