Off the top of my head - Z3ta+, Tone2 Firebird. I think Z3ta 1.5 is in Computer Music magazine, so the cost of the magazine plus the upgrade to v2 and you have money left over. You might even decide you like v1.5 and not upgrade - even more money left over.
Is there a price filter on the VST search function? I think it's only paramters are Free/Pay/Shareware. That would be nice, but tough to keep up with.
There's many choices.
My advice: Demo everything first, then make your decision.

I googled and found that z3ta+ v1 was in CM back in october, does anyone know if it's still bundled? What puzzles me is that noone ever seems to mention Atlantis.

Just go to kvr market forum section. For 100 $ you can buy a lot of "big" stuff. NI FM8 usually goes for around 85 $. If you rise your budget by about 20-25 $ you may buy Sylenth.

Too bad you didn't ask this question back in December when I bought FxSpansion's
"Synth Squad" for $100.00. Strobe, Amber and Cyphers are great and what Fusor can do with them is pretty interesting(the four come together in this bundle)
At first I didn't think I would of paid the full $250.00 price. But after using them for a couple months, can live without it. Also too bad you missed the No-brainer special or Z3ta+1 for 20 bucks. Also but not what you are after I picked up FX's "Geist" for $150.00 instead of $250.0.
Seeing a pattern here?
As suggested be on the look out for these special and no-brainers that pop up all the time. This is how I discovered the above prices for this software.
I use the above and it is not because of the price, I was just fortunate to be
aware of them and had the cash on hand.and don't have many more VSti's I use
now as I have weeded them out. Oh I forgot to Mention Wusik Station. Great for ambient, sound track stuff although you can get some musical Va kind of sounds.
I use it a lot as well. For what it can do the price is well worth it. Seems like they always have some promo going on so it can be had from around 40-50 I think. So my advise would be several considerations. 1. Save for something that goes over your budget but after you took the time to download and demo some of the suggested ones that are above of your price range.2. Check out the ones in your budget suggested here and consider each one.3. Have your plastic ready when
some outrageous deal pops up

Well this is a DAW but you can build your own monster synths and effects etc. in it beside the ones already build in.
Oscillators, filters and audio engine are exceptional in audio quality.
There is a free version and up to Unlimited version for 75 EUR.
Just a different option.....

The NuSofting/Dash Signature is worth mentioning. I particularly like EMM Knagalas (an Ethnic Instrument Sampler) and Peti (Harmonium/Accordion).
Since you mentioned psychedelia, Martinic has a couple of nice freeware organs:

Stretch to $149 for the PC Synth Bundle and get Rapture, DimPro and Z3TA+2 together; that's less than $50 each; you'll be busy for a long, long time with some extremely high-quality, usable, and mature synths. IMHO.
