What is the policy for this?
Specifically AAR and within European union (if the latter matters)

We do have the following license transfer policy: The original buyer is able to transfer the license to one new licensee. The new licensee therefore will not be able to transfer the license again.

Is there any chance to transfer offshore merchant account that licence again if that licence already transferred before? Please let me know if there is any possibility?

No. It's becoming an nfr version whe transfered once.
