Online vs. Local Presets

I'm a pretty new user, still getting used to some of the features of SM.

I am unclear of the differences between Local and Online browsing. It appears that the vast majority of Online presents are also included in the Local library. I see a few online which are not, and a few local which are not online. Is this how it is supposed to work, or did I install something incorrectly? Is the intent to download the online presets into the local library, or to avoid clutter by leaving them online?
