Actual deadline? 30th or 31st?

From the DC'12 page - this seems a bit ambiguous - first languge is not English. Quote1:"submissions will end on October 31st" , Quote2:"deadline 31st October" . To me the first quote means - has to be done before the 31st. Second quote means - has to be done by the end of the 31st.

So what is the correct date for last submissions?
