CPU Meter?

I just made a small Rainmeter skin for some basic sysinfo and launcher. Rainmeter's CPU reports 15% but MuLab reports Avg%=36 and Max%=60.

Ok, so Avg is the mid ground of peak and min yes? Max is the peak? But how do these affect the playback?

For example, if the CPU Max's out at 100% would I experience performance issues? even though Avg would be something like 60-70% and Rainmeter would report around 40%, assuming the increase is relative to one another.

Don't suppose anyone would know how Rainmeter's CPU works?
