With the Multiparameters, is there a way to turn a Melda EQ into a note follow EQ, means the frequency matches the incoming midi note???

Simply - set note controllers to control band frequency (in logarithmic mode, which is default) and set the range to full (20Hz - 20k), this way they will share the units.
