He already converted it to USD 1:1, so the bid is now at 30 USD.

The conversions I made was only an exception. Bids in EUR will be ignored from now on. I will write it on the frontpage.

Exactly this. The lowest bid will always be replaced by a higher bid. So, you cannot 'target' an product to bid on if there is another of the same product at a lower value... if that makes any sense.

I was thinking more of the case where there are 3 items all currently with $20 bids and then someone bids $25. I think last year it was first in, last out at a given bid level, but I'm not positive.

In that case, I will start replacing from the top (#1) regardless of who bid first or last.
