If you think she "stole" that or Nile Roger is some musical hack, then you'd be mistaken.
In fact so many chord progressions and bass lines are so common and are standards that it's pretty darn impossible to always have something original.
But that's not the point, if you're focusing on individual elements and motifs and __not__ the full and final composition, you're doing it wrong.

The basslines are similar but 'billie jean' has more notes in it, a similar rhythm, yet different inflection: Gb Eb Db vs. Gb E Db B

It will not be so easy to find a bass line, melody or a chord progression which was never used before. The idea is more that the whole "bundle" sounds different enough so that other people find it new and interesting and having a pleasure to listen.

Yeah, if you want a three or four note pentatonic riff in that catchy manner in that area of dance rhythm to replace the last instantly accessible three or four note repeating pentatonic riff-based number in the charts, your chances of novelty are not high.
I don't think you want too much novelty. I don't know what jedinhopy wants but I believe that his exposure to tunes is limited along these lines, and the happenstance of finding 'his' riff was done by someone before belongs with that.
But, if you venture outside that little box some, you'll find that the possiblities open up accordingly. Whether or not you want it to open up is another matter, but *music* itself is not as confined as this kind of material suggests to you.

This actually happens to me all the time.
Several well-known recording artists have pre-ripped off my work for years, often recording things and releasing them well before before I actually come up with the idea.
examples include; My Bloody Valentine, NIN, Boards of Canada, as well as one of the most egregious pre-stealing artists of my work, Justin Bieber. Well, he can probably keep those ideas.
