I've noticed that a lot of freeware dev sites are disappearing and highly usable vsti's are disappearing along with them.

I will not host:
-Illegal content
-Freeware that is available from the developers site (like OP-X free)
-Shareware
-Installers (Content will be zipped)

It will not be an upload site. I'll test everything I host first. I'm not looking for contributions (though suggestions are fine as long as you remember it's a suggestion not a mandate)

You would still need the ok from the dev i guess. Most user licenses forbid the download from sites other than the orginal dev's i believe.

After looking at that site. There is a lot of junk to wade through and many are installers.

I'd kind of prefer the content on my site to limit itself to vsti's I like using rather then a scrap yard.

In most cases, permission from the dev will imply that you can only re-distribute in the original form that the dev used for distribution. Installing/unpacking and then re-zipping is (in most cases) not allowed.

If the original zip or .dll was provided as such then there won't be a problem.

Dev's who release freeware don't have control over distribution by virtue of the fact that it's freeware.

Freeware (gratis software) is not the same as free software (software under a license that grants certain freedoms to the user). I'm very certain that only very, very few freeware plugins are actually free software.

Thats wrong.
Freeware ist not public domain is not open source.
I give away many plugins for free. But all rights remain to ME. This includes the right of the way how it is published and the right to draw it back from public at any time.
Thus for several reasons I am not allowing plugins to be hostet on other sites, and many other developers predetermine likewise.

Also, freeware is not a legally defined term. Public Domain is legally defined and Open Source is defined by legal license models that govern the rights that are linked to that kind of release. In the case of 'freeware', the copyright holder has basically full control over the way it is released, re-distributed, and so on.
