"MIDI Programs" folder... why not 128 banks?

As per title name... in the manual Howard wrote CC#0 is accepted with values 1-127. Any particular reason why we can't use all 128 banks that Bank Select MSB allows us?

The actual MIDI Programs folder is bank 0. That makes 128 banks

Ah, I see. When you look at it that way, it makes sense. So, 127 subfolders and 128 .h2p files in the MIDI Programs folder itself = 128 banks total. Gotcha. Thanks
