Strange.. all back now.. a majority of the sites I tried weren't loading.. I thought it was just u-he then I tried a few others.. all down.. yet kvr still loaded. hehe

In reality we have a few critical servers, especially ones maintaining links with undersea cables. When those go down large sections of the web go dark.
One of those things the NSA just loves: large data choke points.
