Yes, I'm guessing the system is oriented around ip/accounts.. so maybe 5 listens (just for example) qualify per account per month.. and/or they probably check ip to ensure multiple accounts aren't all sharing the same ip for listens.. which is then rounded down to 0 over some curve.
so you'd need to generate a TON of accounts on individual IPs to make this work.
