Can MFM2 do this?

I was pretty impressed with this video:
I tried it with U-he delay as it does have pitch functions, but for whatever reason once I put it in pitch mode the latency between the initial signal and delay could not be adjusted and it was always too late (couldn't get it to 11ms like the video).

MFM2 doesn't have a pitch shifter, so no. It does have frequency shifters in the feedback FX but the effect is more like phasing or ring modulation.
If you are talking about the 'Note Fine' and 'Note Coarse' modes for the delays, that is just for tuning the delay time to musical notes for making resonators or tuned comb filters.
