Zebra2 user guide, page 11:

Parameter locking
A recent feature added to all u-he plugins, parameter locking lets you stop the values of any controls from changing when you switch presets. Right- click on a control and select ‘Lock’. To unlock, right-click and untick ‘Locked’.

Parameter locking does *not* prohibit you from changing the parameter's value, it's just to keep your custom settings from changing when you switch presets.
