Question:
Is MUX included in MuLab?
Or would I need to purchase MuLab and MUX separately (or as a bundle)?
The site kind of leads me to think so but never really spells it out as a definite "Yes".

So yes MUX is integrated in MuLab and if you only need it inside MuLab you only need a MuLab User Key.
Only if you want to use it as a VST plugin in other hosts, you'll also need a MUX Modular Plug-In User Key.
