What is your budget?

It depends on how essential the instrument or package is for me, but generally in the low end.

I'm still looking for a relatively dry orchestral percussion library, and better than Factory Library sounding strings and solo strings with glissando are high on my list. The ones from VSL seem nice but expensive. Aside from that, I'd like more expressive flutes/woodwinds/brass. The ones from sample-modeling seem awesome, but out of my reach. But I'm also interested in general must haves.

I don't think it's possible if you have such a low budget. You get what you pay for. That's why I suggested IK Multimedia Philharmonik. This library is old but it was about $500-600 initially was released.
Else you could experiment with soundsonline's (East West) new cloud concept. You pay a montly fee and get's access to all Gold libraries. That is Symphonic Orchestra Gold, Stormdrum 3 etc. etc. I

I don't know if it's "dry" enough for you. From what I have read Vienna's libraries are more dry but they are out of your budget and in my opinion their prices are ridiculous.

I don't know the quality of the orchestra products - you might want to google them but the prices seems very interesting:

The EWQL Symphony Orchestra is pretty wet but the Hollywood series much drier.
Still, the Miroslav still sounds nice if you're on a budget. And JRR still has some at last sale's price. You might also look at Garritan Personal Orchestra and Garritan Instant Orchestra.

I see one being offered at just €180 today.

A strategy could be to buy one of those, and then sell the Reason 6.5 license afterwards, should be able to bag $80-100 for it.

Absolutely.

I was just coming here to see if anyone was talking about this. these interest me and i have read some reviews. better is, I installed the demos and worked with them the last couple nights. i think I am going to buy the bundle. they sound good in an interesting way. its a softer kind of sound. and the range of effect is quiet subtle compared to other plugins. for example the chorus is very subtle but very musical and sweet. i have not heard a chrous like this. most chrouses even on a mild setting still have that comb filter effect. i also read something about the same algorithms being used in the P&G bundle (which I have) but after cross-comparing similar effects they sound quite different. i find them all have a nice kind of sound. i am a bit of a golden ears and i do mastering on a high end monitoring system. so you may find them too subtle. for me they would be useful as a suite of pre-mastering tools at the tracking stage, or as effects obviously. the bundle with the reverb is $100US or $5 per plugin.

I was reading in another thread people talking about the validity of old plugins being sold now. specifically waves. some people feel that because they are old they can't be as good as modern coding approaches. but other say that this doesn't matter and cite various examples such as digital reverbs from the 70s that are emulated now as plugins - back then those were also generated by code so if a modern plugin is emulating that then its working to sound like the source which is code from the 70s. etc etc. i have been finding that older plugins can be pretty good. but you really should try them out first. because some really suck. so the demo of these I was impressed by and think I'll pick them up. i just want to do one more pass of playing with them to convince myself one way or the other. its not so much the cost but also loading more and more into my DAW - the menus get harder to use and I could save $100 if I ultimately won't use them. so i need to assess if I would actually calls these up. I use a process of running audio (full spectrum and track audio) through them and playing with them and comparing them to other similar plugins. there is also the issue of being redundant with what I have.
