You could change the grid resolution or turn off Snap (circled on right), then use mouse wheel in the Time window (circled on left)

haven't got pc near me but pretty sure the same method will work.
Instead of mousewheel you can use the keyboard arrows too for more precision but make sure the focus is in those little input windows first, if you know what I mean.

Hm, it'd be nice if you could select the part, then type in the start time (bars, beats, ticks). I don't see a way to do that.

Just had a look and what I said was wrong, the same method wont work for parts as it does for events
