As I understand it, midi cc assignments are really specific.
Is there a way of assigning midi cc globally, not per project nor track?
Ie If I map out a complex synth on track 1, then insert it again on track 2, I keep these assignments.
Same if I open a new project. Makes sense?

The question isn't really clear - is it a midi-attached synth or soft synth (.vst) you're looking for?

You normally WANT to have each synth on a separate track.

If sending externally the channel number (1-16) will refer to that particular patch on the synth. Now, you also have to remember to set the external device(s) to "multi-timbral" or whatever, to recognize the individual channels; and those set to either respond to patch changes, or set them up for the instruments you want (i.e. piano on midi 1, strings on 2, percussion on 10, etc.).

A few default as "global" midi and aren't assigned specific channels - i.e. "Panic" to shut down "all sounds", Midi time code for synchronizing multiple sequencers, etc.

I meant plugin, not external synth.
For clarity, imagine I have a midi keyboard with a single knob. I add charlatan to track1 and assign the knob to cutoff.

Now I add another instance of charlatan to track2. I'd like the knob to control cutoff there too.

Right, so we're (kind of) in controller territory. Do you want the external control gadget to be able to select the track or to apply this cutoff change to all relevant tracks at the same time?

Not sure how you'd assign it at a level above project. You could use a template after the first time.

when you PLAY the keyboard, do you want it to also play both .vst synths at the same time? Or have you sequenced stuff on there and you ONLY want to control cutoff frequency.

1. You can create a virtual MIDI input to allow you to run multiple synths at the same time. Or create a rack to put them in.
2. If you only want cutoff but NOT key input, then you probably have to get into a "midi filter" .vst to specify what you want to block out or pass specifically. A little trickier.
