Where I can get a fresh Dive 1.4 manual?

Google find's only original manual for 2012 year.

1.3 manual should be in the data folder where the presets are

In Diva, click on the u-he badge, select "user guide"

Also a 1.3 manual can be found on the u-he Diva page (https://www.u-he.com/cms/diva), scroll down a bit to the "Need to know more?" section and there' even a choice of English, Italian or Spanish (though the Italian was still at 1.1). Great if you're away from the computer you've installed Diva on but suddenly started wondering about something.
