License transfer 'tokens'?

Hey guys,

I am currently looking at the u-he license transfer policy, and it says that if you haven't owned a product for 9 months that you have to pay a $15 fee. The policy says you will have to purchase $15 worth of 'tokens' from the u-he online store?

I have looked around on their site and see no such thing, can anybody help?
